Cannot be refused for having no fixed address, no ID, no NHS number, or on immigration status. Temporary address acceptable. If refused, call NHS England on 0300 311 22 33.

Council homelessness duty

Legally homeless even with a property if it is not reasonable to remain there. Ask for a homelessness application; ask for any refusal in writing.
